About this role:
This position is one of two manager positions in the Operations Analysis & Essential Data Department within TSAS. Operations Analysis & Essential Data is TriMet's research and development department that takes data and turns it into products that parties use to make data-informed decisions. As our Manager of Service Performance & Analysis, you will be responsible for directing all technical analyses of transportation and maintenance operational data. You will lead a team of analysts to study all areas of transit operations, with heavy focus on operations scheduling, planning, and delivery of service to our customers in order to improve their satisfaction across the region. Using your managerial and analytical skills, you will work on special project requests from the FTA, collaborate with other agencies across the globe, and maintain a deep understand of dashboards and KPI monitoring. In this position, you are a key stakeholder able to tell TriMet's story through data, and this position is mission critical to ensuring our Agency remains a national leader in transit.
This role requires being onsite four (4) days per week.
Reliable in-person attendance is an essential function of all positions. TriMet is an in-person first organization, with a strong emphasis on in-person collaboration, customer service, and safe and efficient operations. Some positions may be able to work up to two days remotely depending on department policy, business needs, and manager discretion.

Essential Functions
Manages and provides strategic leadership to the operations analysis function to uphold the vision, mission and goals of the Operations Planning and Development department and TriMet. Manages fleet management, service, and Federal Transportation Administration (FTA) operational plans. Provide regular management and direction to staff to standardize Key Performance Indicators, create new reliable methods, reestablish the Maintenance Management Information System (MMIS), perform FTA reporting, standardize Maintenance and Operational reporting and analysis, prioritize and scope special projects, and standardize and review and approve code changes.
Direct all technical analysis of transportation and maintenance data, including reporting, forecasting and evaluation, to improve operations performance and inform operations strategic planning. Develop and institutionalize analysis methods to ensure accurate, consistent and replicable information for agency operational, planning, and financial decisions. Develop partnerships with peer agencies on best practices and other relevant research topics.
Promote an agency culture of data driven decision making, with a focus on operations performance improvement. Create implementation protocols for changing of processes based on data analysis. Work with the Information Technology department to develop and promote business intelligence tools, applications and methodologies to provide executives, management and operations staff with direct access to data, performance reporting and analysis results.
Partner with operations senior management to establish and maintain performance management processes. Advise on operations key performance indicators (KPIs) and targets based on historical performance, peer benchmarking, transit industry standards and federal guidelines.
Manage programs and support deliverables to ensure TriMet’s compliance with federal requirements including data reporting required by the Federal Railway Administration and the Federal Transit Administration (e.g., National Transit Database); operations planning documents such as fleet management plans, operating and maintenance plans and cost estimates, startup plans and pre-revenue operations plans; and the Federal Transit Administration Triennial Review.
A minimum of a bachelor's degree is required, with a bachelor's degree in transportation, statistics, systems analysis, business administration, or public administration, planning being preferred.
Six (6) years of total credited experience.*
Five (5) years of progressively responsible experience in transportation or maintenance operations or planning are required.
Five (5) years of experience in mass transit or maintenance operations analysis, statistical analysis, business process and organizational improvement are required.
Five (5) years of experience with a multi-modal mass transit agency are preferred.
Two (2) years of lead or project management or staff management experience are required.
Or any equivalent combination of experience and training.*
